I think the hunger games was more focused on the message being conveyed than the world itself. To be fair though, most if not all fictional worlds fall apart under a little bit of scrutiny

No, there is a primary problem. There is a chain of command and it's there for a reason. Hera, crossed the line as a general and commander of troops. The problem is who she addressed and where those orders come from. Senators have NO! Military authority and the only one who can give the order is the chain of command. When was the last time you saw a military General or Admiral do that to our Senate? NEVER, or they would be retired or in jail. But, don't think for a second that a senator could get away with giving any military officer orders.

My problem with the nuking of 01 is the EMPs created by nuclear weapons. They might survive the radiation, but these are thermo nuclear bombs, the heat would melt the robots, and the EMPs would fry their circuits

On the whole wheeled self propelled Artillery thing, i think you are putting a foot wrong. There are numerous Wheeled SPHs that work perfectly well and in fact work just as good as the tracked vehicles. CAESER and Archer are the two that come to mind first.
